Yes, standoff fixings can be removed without damaging your walls if done carefully. Unscrew the caps, take down the sign, then back out the screws holding the barrels. If anchors were used, gently pry them out or push them into the wall. You may only need light patching (spackle and touch-up paint) to make the holes disappear.
